taken a step back on this debt ceiling standoff. should it be raised. this is how "the new york times" described it over the weekend. i'll put it up on the screen and have you react to it. backing down from the hardline stance, house republicans said friday they would agree to lift the federal government's statuary borrowing limit for three months with a requirement that both chambers of the congress pass a budget in that time to clear the way for negotiations on long-term deficit reduction to add muscle to the efforts to bring democrats to the table, they would include a provision in the debt ceiling legislation saying that lawmakers will not be paid if they do not pass a budget blueprint. was it right to step back from challenging the president over raising the debt ceiling? >> well, i think the house proposal is a step in the right direction. no doubt the senate hasn't done it's job. it's been nearly four years since it's passed a budget. the senate should pass a budget. but it doesn't go nearly far enough. we have a crisis. i just got back last week from afghanistan. and i had mul

government moment. is he telling them to back away from the debt ceiling fight? >> i don't know that he's telling them to back away. but i think he's certainly smart in observing the facts. we saw a really brutal fight for speaker boehner. we saw a failed plan b on the hill: and then you saw him scrambling to figure out how to get the votes to pass a fiscal cliff deal. so paul ryan recognizes the sign of the times and i think he's fleeing the far right of the party. it's certainly not going to work in this day and age. >> but angela, you worked the hill and were the head of the congressional black caucus. when they get back to d.c., the friends of their party will still be there. political reports gop leaders are authentically at a loss on how to control members who don't respond to the normal incentives of wanting to help party leaders or of avoiding situations like default. that could be a public relations nightmare. now, how do you deal with this? you've been in those rooms with congress people. how do they deal with the fringe groups that are marching to the beat of a different drum

the debt ceiling. because obviously if you go -- if you default, if you go over the debt ceiling and there is some technicality whether it's really a default or not, but it would certainly tank the economy and hurt our credit rating and raise interest rates. what ryan is suggesting is you just delay, you extend the debt ceiling for a few months and then you have the night oversee questions tracing, because there's already a hundred billion dollars in spending cuts that's baked in the cake that will take effect on march 1st. that's the point at which you say to the president if you're the republicans, look, we can either go with that hundred billion dolla dollar cut or work something else but we're going to cut a lot of money out of the budget. bill: can that idea move forward do you think. >> it makes a lot more sense. the republicans have a lot more leverage there and they don't run the risk and the president can't portray them at that point as being willing to default on the full faith and credit of the united states and sink the economy, and have credit ratings dropped and thi
